Application for Exemption from delay fees

Application to be exempted from administrative delay fees related to ID cards according to approved exemption cases. Beneficiaries are UAE citizens, GCC nationals, ex-pats and residents in the UAE, who could not issue or renew ID cards for themselves or their dependents on the specified deadlines.

Required Documents

Residents /Expats/ GCC nationals / Citizens

  • Obtaining an application code through the E-Form system
  • Customer’s phone number.
  • Supporting documents for exemption applications in the following cases:

1. a person who left the country and stayed for over 3 months outside the UAE or the resident whose residency expires while being outside the UAE and his ID card expired after the departure date, provided he proves this with the date recorded in his travel document.

2. a person whose ID card expired after being departed by an administrative order or decision or a court judgement or whose passport is held under legal proceedings or due to the renewal of his passport, provided he proves this by a letter or receipt from the competent authority who departed him or detained him under legal proceedings, or by passport renewal receipt.

3. A person who dies or suffers from an infectious disease or bedridden, or who has total or partial disability, provided he proves this by a medical certificate issued by the competent authority in the country.

4. Heads, members and staff of diplomatic missions existing in the UAE.

5. Heads, members and staff of consular missions existing in the UAE.

6. Heads and members of international organizations existing in the UAE.

7. The elderly (70+ years old) unable to visit registration centers in the different emirates, provided this is proved by the family book, passport or other approved document identifying the customer’s age.

8. Beneficiaries of social insurance and their dependents, according to a formal certificate issued by the Ministry of Social Affairs or competent authorities in the UAE.

9. A person for whom no ID card is issued for the period preceding nationalization and issuing a family book.

10. The delay resulting from a facility default or ICA systems or staff, a printing office approved by ICA, resulting in delay in registration or ID renewal.

This service is provided free of charge for all customers.

Customers will receive a reply within 48 working hours from submitting the application, after the application successfully passes established verification procedures and after the customer consults the service center.

Submitting service application

  • The application will be filled through the favorite channel (customer happiness centers, ICA smart apps or printing offices)
  • Apply for exemption from delay fees.
  • Follow service provision stages.
  • Interact with application-related SMSs.

Communication during processing

  • The customer will receive an SMS containing the code of exemption application and application status.
  • The customer will receive a second SMS indicating that the application is rejected (in which case the customer must complete the ID application procedures and pay ID card issuance fees and delay fines) or acceptance of the application in principle and telling the customer to consult customer happiness center to consult the original of the supporting documents submitted by him.
  • The customer will receive a final SMS with the final result of the application (approval or disapproval).

Communication during processing

The customer will receive an SMS, confirming that the application is received and indicating the next steps the customer must take.

Completing the required actions (taking fingerprints and personal photo) for those over 15 years old.

An SMS will be received indicating the status of the application.

The customer will receive an SMS from Empost telling the customer to visit the post office identified by the customer when he/she submitted the application, to receive the ID card.

Obtaining the service

The ID card will be received from the post office, for if the transaction is submitted through other service channels.

The ID card will be received from the customer happiness center for urgent service, within 24 from completing the requirements.
